No, they don't have to be unless they are Starwood corporate-owned and branded properties.
Generally speaking, the ones that don't participate fall into four categories:
1) those that can't for whatever reason...legal usually.
2) those that can, but were given a hall pass for whatever reason.
3) those that never participated in former affinity programs...think Le Meridien here for the most part.
4) those who we asked not to participate because they did not want to follow the Terms and Conditions of Membership.
We are always working on #2 and #3, but obviously are not pursuing #1 and #4.
