You get 1 point per € in Ireland which, if earning Euro Clubcard points makes no difference. Using a UK card however means you earn 1 stg clubcard point per € spent.

I can confirm this this too .. no problem at all using a UK clubcard in Tesco Ireland stores and 1€ earn 1 CC point ( However this isn't as good a deal as it used to be given the precipitous decline of the £ / € rate )

Editing to add - However I don't think you can convert miles from an Irish Clubcard to BA - Irish Tesco Clubcard deals are pretty crappy and if you have a Tesco Ireland clubcard I think these are all you have access too. I think your brother would need to get a UK registered Tesco clubcard (not hard provided you've got a UK address you can use) and then use it in Tesco Ireland in order for this to work.
