I suspect not. I too have just asked AMEX a similar question and the answer is 'no dice.'

If you choose to cancel the US card they will probably pro rata the fee back to you, but if you keep both the fee seems to be payable in full for both cards. Annoyingly there is so little harmonisation between AMEX in different countries that they cannot see you have, say, 6 months of your year left and waive the fee on your new card until then (not that this applies to you, of course).
