SE means Super Elite, it's recognition and perks Air Canada gives to it's top customers. J means business class. *A is shorthand for Star Alliance (Air Canada, United, US Air and many others are part of the Star Alliance).
If you do not fly Air Canada enough to have been given special status or any of the other Star Alliance airlines enough to get special status then I would count on paying for your oversized bag (and yes they do measure sometimes).
