When the flight is under airport control, I don't think the 1K desk has access to give you a seat. I think the airport agent needs to get you a seat. But note, any agent at RNO would do: gate agent, ticketing, etc.
The 1K desk confirmed him, but he never checked in. He should have told the RNO agents that 1K put him on the flight, and asked for his BP.
