You're very likely to be offered a buy-up to C right at check-in, even OLCI or Mr. Chicken. If not, just ask the staff at check-in or RCC; I can almost guarantee they'll sell you C for $550.
Agreed that you have zero chance of an op-up. Op-ups result from overbooking, and SFO-NGO is always underbooked.
