Policy or not, seems perfectly reasonable to me for a hotel to offer a discount to government employees... require ID for it... and price it such that if the government employee wants to stay there they'll need to top off the per diem with their own cash. It's really not all that crazy, certainly not something to generate outrage IMHO.
