Only sortof. It is a 'special administrative region.' Macau is in the same situation, and is actually a different SAR than Hong Kong, meaning that you actually clear immigration and customs at both ends when you travel between the two. And the visa requirements for mainland China are different than for the SARs.

In practice, I would expect that it will be treated as an international flight, though I have not done it personally.
