I'm not sure why the OP keeps his Cap One card if they won't raise his credit limit and that's his only hot button.

I've been critical of Cap One in the past but they are getting better. The mess with rejecting valid overseas charges is no longer a constant headache-they even have an automated system with which you can enter your departure and return dates. And it even works.
