The poster who posted this clearly had access to the list. They do NOT "tinker" with the numbers and they always follow the list. This could be subject to change at some point, of course. Other posters have explained why flight 22 IS an international flight. I fly DL 48/49 all of the time on a MD-90 to/from SLC.
