Not sure how this plays in the mix, but last October outside Zurick I was at a location that did not charge for the toll-free Swiss DL number. I made my calls when the Swiss office was closed and always got connected to SMS.

But in February, I was in a Heidelberg Marriott that charged an outrageous sum for using the German toll-free DL number. So in that case, I ended up taking an early train the next morning and make my case in person at FRA.

Both times, the adjusted flights came together but obviously the latter was much more stressful.
