Because usually if I am in Europe trying to change flights, it is because of something like a JFK snowstorm... that means you can wait on the phone for long periods before an agent answeres.
I used Skype in Cambodia to call Marriott on their normal 1-800 number. There was no charge for the call and I was able to make a reservation for the Courtyard Marriott in Bangkok. LOVE IT!
