Ebay has changed their policy on cancelled auctions so that refund of fees is not automatic, especially in cases of egregious violations. I don't believe the rules are very clear cut, it is an area where Ebay has some discretion now whereas before they did refund fees as you say.

By cancelling the auctions they likely put the kibosh on some deals that hadn't been paid for and also put a scare into some of the seller's previous customers, I wouldn't be surprised if they were hit with a chargaback or two after the buyers received the email from Ebay notifying them the auction they already won and paid for had been cancelled since violated their rules.
