I'mpretty sure they are still open at about 10:30pm, and I'd be surprised if they weren't open whenever planes are arrving.

The ATMs are, as you say, a bit flaky (although I guess at least one of them works about 75-80% of the time). I always try to leave Manila with sufficient Pesos to get a taxi to wherever I am staying the first night when I go back there.
