On my trip a few years ago I had horrible luck and showed up at Tsukiji early morning on one of the few weekdays a week when they are closed. I ended up walking through Ginza to Hibiya park, then around the Imperial Palace, past the Budokan and on to Yasukuni Shrine. While I was frustrated that I didn't get to Tsukiji, I had a great experience... and sore feet
