There's no National shuttle
All the rental companies (located at the airport) don't have a shuttle. There's a communal shuttle bus system (like at BWI and SMF) operated by the airport (a lot of airport employees use it, park their cars in the same parking lot as the rental car companies on the higher floors and take the shuttle to their terminal).
