I reuse the green tags often - just being sure that I have my half of the stub. The key is having the control number for tracking. NW doesn't know or care if it is a "new" green tag or an "old" one.
I was on a Mesaba plane from MSP to central MN when the gate-checked items never got loaded onto the plane. They were brought on the next flight then mine was delivered to my home. Fortunately I took my car keys out of the carry on and put them in my pocket at the gate. Now I never leave anything in a gate-checked item that I would miss upon arrival at my destination. Apparently this "forgetting to load gate-checked items" has happened several times in MSP from what the station agents said.
