I've been on a number of intra-eu flights ('real' airlines, and their low cost relatives) where the flight has been delayed due to pax not showing up on time, and there being a race between the ramp staff finding the bag, and the pax arriving at the gate.
I have no inside information, but I'm fairly sure that PPBM is 100% (or thereabouts on intra-eu flights).
