They are for any econ ticket. I guess these take priority over people upgrading with points. I think the 10k point m -> y upgrade represents better value. I have about a 50% success rate in getting these upgrades sorted out from EWR. The times I have missed out have been due to being very late for check-in due to ticketing problems / late connection. I am 100% for arranging points upgrades out of ARN, check-in online early, get a boarding pass issued at the gold counter and ask there about an upgrade, if no op-up at this point, visit the service desk once through security, at ARN I have rarely had to wait for point upgrades to happen at the gate.
