Berlin wasn't under German sovereignty until reunification. Each sector was occupied by one of the victorious powers. I think only the airlines of the victorious powers could fly there (remember it was technically under military occupation). That's why (west) Berlin was a haven for Germans seeking to evade German military service: The German army had no jurisdiction in Berlin.
