IME, it's country specific, and most European countries "allow" the dialing of the US 1-800 number (not at toll-free rates, of course). For example, I have never had a problem dialing it from Germany, Switzerland, the Netherlands, the U.K., etc., but France in particular requires the 880 substitution for 800. Don't ask me why though...
