Is It Accurate That Any BCD Number With The Coupon Code Gives You The Bonus??

Has anyone verified -- by seeing the 5,000 mile bonus actually post to their Delta account -- that any BCD number used in conjunction with the specific DL coupon code, actually yields the 5,000 mile bonus (notwithstanding the written assurance of the Budget rep's reply posted earlier in this thread)?
