Yes, it seems Adobe translates the date/time to your local timezone. Foxit (a different PDF reader) just shows the date/time in the document's timezone -- i.e. date 2008-03-03 time 11:31:58 timezone -0800.
For the geeks out there: To find the date/time/timezone in Adobe go to File --> Document Properties... --> Description Tab --> [Additional Metadata] button --> Advanced (in left column) --> [+] PDF Properties.
Look at ModDate/CreatedDate.
Amazing what sort of information you can find if you dig very deep! :-)
