ZRH-IAD on 3/13 shows all C-seats taken/blocked with C9,D7,Z3. I interpret this, as it is still undetermined which config will actually operate. With F0, there are probably some 9 C-seats still open, as they will not be able to significantly overbook C and upgrade to F, since F shows full.
Good luck and I hope worst case you're at least confirmed in E+.
