Some people are just idiots.

Basically any culprit doing this is sitting at the edge of the field, on the glideslope... since they would need a straight shot right at the plane.

With the loads of money the GTAA has (ie. the world's fastest unworking walkway)... they could just install CCTV in these areas and would have other uses for "security reasons".
