It's a sentence written using British idiom. This is the BA board so most of us using it have a lot of exposure to British idiom - I would imagine most of the board had no problems understanding it

But to translate for those that don't:

The nice Mr Policeman turned up and gave her a jolly big row for not mentioning the incident.
