Carseats on European Airlines?

Hello!

I'm new, so apologies if there's a thread on this somewhere that I didn't find. Please direct me if I missed it!

We're planning travel for the summer from Washington, DC to Kyiv, Ukraine with a stop somewhere else in Europe that is as yet unchosen. It looked like it might be Norway, but now that we see that Air Baltic (the obvious, and inexpensive carrier from Kyiv) says that "child/Infant car type seats or other restraint systems aren't authorized for use on airBaltic flights."

This reminded me that I've had some pushback on European airlines about carseats before. (Most notably, Air France threatened to throw me and my son off the plane because I was insisting on using the carseat. I was not allowed to use it during takeoff and landing but was otherwise.)

Older son will be 3 years and 9 months and could use a forward-facing carseat or CARES harness, or if really pressed, I guess the regular seatbelt, though he won't be 40 inches/44 lbs recommended by CARES based on FAA views.

Younger son will be 14 months and likely still less than 20 lbs, so would normally be rear-facing in his carseat. We would buy him a seat.

Anyone want to share their own experience with flying on particular European carriers? Official policies and/or what actually happened?
