Are you referring to the DHS' Automated Targeting System? If so, I think they pretty much fuse TECS (Treasury Enforcement Communication System) data, such as that obtained by APIS (Advance Passenger Information System) with various international airlines PNR data formats, along with data from their seizure and watch lists. Then, as I understand the ATS, a rules-based risk-assessment is generated and assigned.
