Sorry to hear about the theft.

Bring the police report to the airport in case United gives you a hassle. It is possible the ticket counter agent will show pity on your wife and not issue an SSSS boarding pass. United is actually one of the more reasonable (or rather, less unreasonable) airlines when it comes to ID.

Regardless, as others have said, she can and will fly without ID.
