Officially, from what NW has told FTers US, Mexico and Canadian members are not eligible for upgrade. In practical terms, Canadian members are a grey area. There is no real reason for NW to upgrade North American members seeing that FB/WP compete on that territory.

Outside of that, FB remains NW's frequent flyer program which is why the benefits are extended out to all FB members.

And just as a note the upgrades work very well. Have been upgraded consistently at the 6 day mark on all my past trips (and upcoming). If you did take some trips on NW in January your experiences may have varied due to a glitch.
