Of course, (i) would be poor form anyway, although I have done it from time to time. But (ii) seems bizarre -- if you're traveling with your wife but you are the RA, then your drink is complimentary but hers isn't???
I am not saying that they could or would enforce this, but it seems a bit extreme as written, doesn't it?
You quote a good example. The rules appear to have been written by a number of people, with different intentions, over a lengthy period of time.
In a number of instances they appear to be responding to specifics, maybe raised by an hotel or a customer, rather than being a coherent integrated document. In other instances, such as the one you quote, they seem designed to set a bottom line which is impossible to enforce but which is there if needed.
I'm prepared to offer my services to rewrite them but IHG may not like the outcome!
