I have booked rooms for others many times, and even if they pay with their own CC at checkout I have always gotten the points. I know that it's not what the rules say, but it works in practice. YMMV.

In fact, unlike airlines, I have never known any hotel do any kind of name cross check to account number - even though technically they all require the account holder to stay. We used to have an admin who would put her own PC, HH, SPG, MR, etc # on the reservations she made for travelers who didn't collect points - she collected millions of points each year.
