My chat with Delta's own "Ronnie" confirmed that apparently this is always the case regardless of what fare class comes up when you are investigating options. I ran a quick test, found a T fare, clicked on the seat maps and it showed me up front and the back. I guess I never noticed this before or I'm doing so much booking on RJs that I'm only used to seeing one class of cabin regardless if I'm booking Y or L.
I guess I was confused the Q Up fare as being an option internationally as long as one of the outbound legs was domestic. This was the case with my ATL to JFK to FRA to ATL routing.
I think I'm all cleared up now. BTW, delta.com is working great for me at the moment. I guess I'm bogging it down with my wife's profile open on one computer, mine on another and chatting with "Ronnie".
