I am not familiar with the traffic on 66 to the Beltway, other than its usually bad. However, you can exit from the HOV lanes on 66 on to the Beltway.
Once on the beltway, traffic to BWI in the morning is not too bad unless there is a problem--depending on how fast you drive its well under an hour. BUT, you need to leave some extra time in case there is an accident, for parking, etc.
66E to 495 either direction during the AM rush frequently sees backups past Oakton, and occasionally out to the far reaches of Fairfax Co. To be safe, leave a lot of time. That is not a drive you want to cut close.
