usoftie...The CM usually indicates some form of Consolidator ticket. Check the fare rules for this on the web. You'll see it says "Pacific Consolidator." United does occasionally sell these types of highly restricted tickets (usually reserved for tour companies or outside consolidators) direct to the public.
And sometimes they get in the system by mistake. I once happened on a incredible fare that was loaded in the system just long enough for someone to issue about 25 tickets for some contracted convention group. It was in the system for only about an hour and a half. Once whoever finished the ticketing for the group, it was pulled.
I called when I went back to snag a few for some friends and it was gone. I gave the agent the basis and she's the one that explained this to me and told me I really shouldn't have gotten it, but let me keep it. I just got lucky timing wise.
I'm guessing your fare under this basis was about $500? To get it to be upgradeable, you'd have to call and get a regular Q for about $90 more.
