So it looks as though 22" is OK for BAA. Hard to believe a jobsworth would know if there were any individual airline restrictions.
The problem is that 22" luggage is not always 22" in dimension. Most 22" wheelies have the main bag as 22" plus wheels and handles which take the total dimensions beyond 22". I think this is what the OP was getting at.

Tumi has a new wheelie case which seems to be almost exactly the maximum dimensions, and it does seem rather good but I am wary of anything less than 22" long, since this seems to be the critical dimension for a built in suiter to function properly.
