Generally the Dept of Foreign Affairs assists officials with their travel and it depends on the relationships the individual has with their own foreign affairs dept, and the relationship between the two countries. In general any time foreign affairs requests items it is usually granted as long as they two sides have relationships. So it basically depends on the country and the dignitary if they want to use protocol or not. Some officials from my area request secret service details whereas some heads of our place stand in line at immigration and take public transport.
