Last stay at Sheraton On The Park, I checked in early so my room was not ready. I was asked if I would like to wait in the Executive Club and was given a temporary key card for access (this is new). Initially I thought this was just for Club access, but you also need to use your room key every time you use the elevator. When leaving the Exec Club you need to press a switch near the door to unlock it.

. This also seems to rule out checking in at the Executive Club as you can't get there without checking in at reception.
Yes you now need a card to get into the Executive Club. But staff are aware of this when you arrive at the front door and you only need to ask for access to the 21st floor.
