I think that's correct. And how often does the typical frequent flyer actually check more than 1 bag per person (+ carry on)? If you need the stuff for business, you can easily justify the $25. It seems mostly like a tax on overpackers and folks using the airline as a shipping service.

A long time ago (pre 9/11), I remember moving across the country at my own expense. As I was flying back and forth for business and house-hunting, I often checked a half dozen boxes (I'd give the skycap a good tip). Ah, the good ol' days.
