But I think there is a difference between an opperational upgrade and the agent possibly fogetting to collect the SWU.

If we are so sure these are opperational, what keeps us from questioning the agent?

I see the fact that we are given SWU's in the first place to be a gift.

As for the Torah, it explicity says in Dt. 6:13, "Thou shalt not sneak a free upgrade ."
