I don't think it has anything to do with that, and in any event, it is also a very important business destination.
It's just CO's policy - the ONLY domestic flights that get the full transcon / near-BF meal experience are the ones between EWR and any state that borders the Pacific Ocean -- i.e., CA, OR, WA.
PHX doesn't get transcon meal service. SNA (Disneyland!) does, as does PDX, for example.
