Just as you need to acquire a ticket for your spouse, you need to acquire a ticket for your <2 when traveling internationally. The infant ticket requirement is in no way unique to AA.
Since you find 10% of a first class class to be troublingly costly, I observe that 10% of a coach fare would be a much smaller number. You probably don't see that as a good solution.
