I have successfully transferred Electronic 500-mile certs to friends not traveling with me. Not once, but several times. TVDT, who also posts here, can verify. I have even mixed certs, 500-mile certs outbound and HK-49 inbound.
It is a pain, and they really have to look to figure out how to do it, but it can be done and I have done it.
