SFO-SEA was a tag on PA's SEA-LHR service. They sold seats on the tag cheaply because it was wasted B747 capacity otherwise.
One of the many reasons PA died was that they clung stubbornly to a tag-and-gateway model for international ops as the whole rest of the industry was splintering into point-to-point routes.
