Yes, cars rented in Switzerland all carry the vignette. This is not the case for cars rented in France. Even a car rented on the French side of GVA airport may not necessarily carry it.

BTW, I was never stopped on the border going from/to Swiss-France-Swiss.
You don't get stopped much at these border crossings indeed. However, if you use the Bardonnex border crossing, located on the highway, to go into Switzerland, they will be checking for the vignette.

PS = And then there's always the unmanned crossings, where occasionally the "flying brigade" will show up to check.
