In response to your question, it doesn't matter if you were paying or not. It's based on room availability. I hope this helps.
strikes me as a bit disingenuous; since the rooms are sold for different prices. For example, a quick check of harrahs.com (with no total rewards number logged in) shows a room at CP for 1 night 02/21/2008 as :
Classic $180
Forum $320
Deluxe Palace Tower $360
Augustus $360
and
Premium Palace Tower $440
Now, if one were to actually pay $440 for a Premium Premium Palace Tower room, and got a Classic Room (which is $260 less) --- that would be crazy (on a number of levels).
Of course, for a non-comp room, they can always offer a refund --- with a comp room, you are basically stuck.
