I can't cite laws or federal register entries, but in the interview cited in the OP, Hawley takes credit for loosening the prohibited items list to permit small hand tools (search for "small tools"). If he takes credit for that, then he is claiming to have power over the prohibited items list. So he gets blame for the liquid ban. Plus, he repeatedly defends the "logic" of the liquid ban in that and other statements.

FT search is pretty useless right now, but there have been plenty of posts in this forum this year about individuals having valid military IDs, valid passports with stamps, and valid DLs with address-change stickers rejected by ID-checking screeners. Again, Hawley takes credit for this program, so why not assign him the blame too?

And using the ever-delayed "Secure Flight" as an excuse to delay fixing no-fly list harassment is pretty well documented.
