I totally agree, they should book the comp rooms as ROH, if they aren't going to guarantee
booked room categories.
I think if you hold your ground, you will often prevail, with regard to your booked preference. Of course, there are always exceptions, and arriving at 4AM on Saturday morning (for a Friday arrival) can often not produce the expected room, or produce a much nicer than expected room.
Vegas is much easier (in most cases) than Atlantic City because of the greater number of rooms. The AC hotels are much smaller, and tend to be severely overbooked on Friday and Saturday nights (of course, there is a very high no-show factor at casino properties, which they count on).
