Most USA airports already have several customer information desks that fit this bill nicely. I have yet to see an airport that rivals Shinjuku rail station in Tokyo for complexity, which I managed to navigate just fine without speaking a word of Japanese a couple of months ago, with luggage while heading to NRT.
