In filling out COEs (application for COE that is) in the past, I have noticed a section asking for Japanese Language Ability. Not sure if this is on all the COEs or only certain ones (eg COEs for student visas etc).
Edit: just double checked, only seen it on Application for COEs for student visas.
I read a news story a few months ago where they were thinking of having some language requirement for PR and Naturalization applications. Though what level of language was not explained.
